Then Australian wheat and malt would be eubjeot to a general tariff, and the moment Australia imposes differential duties on German goods reprisals could take effech If Germany remains impassive and India introduces differential duties, then tbo bulk of Germany’s exports ta the oolonies would ba subjeoted to differential treatment. If Germany intends to act she ought not to wait until this extreme is reaohed.
