PRESS ASSOCIATION —COPYRIGHT Havana, Sept. 27. Mr Taft has sent an ultimatum to the moderate party, urging them to listen to reason, otherwise a provincial military government will be iDstalled. Thereupon the moderates ageeed to negotiate witn the rebels without pcevious surrender of the latter’s arms, leaving the disputed points for Mr Taft’s arbitration.
Tne American forces in Cuba or sailing thither will bo brought up io twelve thousand within a week if necessary.
