He moved to report progress, but was ladly dsfeated. The House then pre coeded to discuss tho Bill clause by clause in Committee, but Mr Massey had discovered a flaw in the armour of the Government. The Bill, he pointed ou*, contained clausra for tho bppropriation of public moneys, and had been wrongly introduced, It should have come down by message frem His Excellenoy tho Governor, The Chairmm of Committee, after a few moments’ deliberation, ruled in Mr Massey’s favor, aud Sic Joseph Ward had to abandon nny further attempi in tho meantime to pass the Bill, Progress was then reported, and on the Speaker’e taking the chair the P. emior asked for his opinion on tho point at issue. Mr Guinness replied that ho would give a definite decision whan tho Bill came up again. Sir Joseph Ward then moved the adjournment of the House, aud membsrs get away at 11 35 p.m.
