Whilst General Sollcgub, Governor ot Warsaw, was walkirg in tho streels with Prince Kropotkin, a bomb was thrown from a window and fell ten paces in front of them, shattering the windows but not injuring anyone. Tho thrower of the bomb eeoaped. During the search of a bouse at Tiflis an infernal machine exploded, killing three polioo officials. During tho progress of a riot at Malmyth tbo peasants killed the Polioo Commie* sioner and soven police. The Union of tho Russian People have issued a manifesto at Odessa, urging a maosaore of tho Jews. Stockholm, Sept. 24. Tho chief of the Finnish revolutionary Red Guard arid two other leaders have been arrested in a houso at Stockholm, where a bomb faotory was discovered. Important dccumoQts were seizad. The Russians captured a Swedish steamer bound for Finland with 3000 rifles and much emmunition destined for the revolulionists.

The delegates of Butsia, Polish Socialists, created a sensation et the Mannheim Congress by declaring that despite martial law tho town folk and country residents are already organised, and that eood all workmen will be armed. Toe foundations of a general rising in Russia wore laid ; ihe organisation of solditrs had commenced, and whole regiments ware prepan d to support the popular demands when the right moment comes. Russians were thanklul for the moral, political, and material assistance received from German Socialists.
