PRESS ASSOCIATION —COPYRIGHT Havana, Sept. 18. Ail explosion at Havana, attributed to incendiarists, killed six and injured many people. The Cuban leaders have informed Washington that they will facilitate peace if guaranteed a fair general election, and if the Government resign.
