The Daily Mail states that Lord Charles Beresford will be appointed to the supreme command of home waters in April, commanding twenty-four first-class battle--ships, exclusive of the reserve fleet. Advices from Pekin state that Russia has announced she is unable to evacuate Northern Manchuria before April, owing to internal troubles.
Tokio, Sept. 16. The Japanese press complain that Russia has opened no places to trade in Northern Manchuria as she should have done according to treaty, while Japan has opened six in Southern Manchuria.
