Sir Edward Grey asked Russia to reconsider the ease of the steamer Knight Commander, sunk by the Russian squadron during the Russo Japanese war, notwithstanding the finding of the Russian Supreme Admiralty Council; but Russia declined. Sir Edward Gt6y now proposes that Russia should submit to the Hague Tribunal the question whether the vessel’s destruction was warranted by the generally recognised principle of international law, and, if not, what damages Bbould be paid to the owners of the Bteamer’e cargo. In his oommunioation he expresses the hope that Russia will accept the proposal.
