Mr Deakin lias received a letter from South Africa in reference to reciprocity, from which he gathers that a definite statement may be expected shortly. A conference of Premiers, Treasurers and leaders of the Opposition will be held in Melbourne shortly to consider tho Federal proposals for dealing with State debts.
The State Attorney-General refused permission to hold an art union in connection with the Eight Hour Demonstration. An influential deputation asked the Postmaster to prevent the use of telephone and telegraph facilities in connection with gambling. It was alleged that the transmission of gambling news was debauching the operators. Air Chapman expressed full sympathy, and said a Bill had been prepared providing for the cutting off of telephones where there was reasonable ground for supposing they were being used for gambling purposes. No new contracts would be permitted without this provision. An amicable arrangement has been reached between the Steamship Owners’ Federation and the Seamen’s Union on the question of increased wages and alteration of working conditions The requests of the seamen have been agreed to, with certain important conditions not divulged. Under the agreement a seaman is to be paid £7 per month, firemen £9, boatswains £B, trimmers £7. The golf championships of Victoria are retained by Russell, Riddell, and Brookes, the present holders. Sydney, Sept. 14.
The Herald, dealing with adverse criticisms of Mr Deakin's proposals, says: The fact is in respect to both the reciprocity treaty and the overtures for prefential trade with the Mother Country, Mr Deakin has all along had in view the forthcoming elections and raising of the Customs duties. He wants to hide the real issue, which is that the people are against Socialism, and under pretence of Imperial patriotism to make another effort for the establishment of a higher tariff for the importation of what he calls scientific protection. The resolutions of the Employes’ Federation are being generally adopted by mining lodges. It is understood that negotiations are proceeding with the western and southern miners for support in the event of the northern miners coming out. Already there is considerable anxiety at Broken Hill and Melbourne at the prospect of a strike. At Broken Hill the supply of coal on hand will keep the mines going for two months at the outside. The Gambling Bill passed Committee in the Council without further important amendment. Hobart, Sept. 14. The Treasurer has delivered the Budget. The surplus for the year is £47,452, and the estimated surplus for next year ,£16,888, provided the penny postage scheme is not carried out. The Treasurer condemned the present financial irresponsibility of the Federal Government, and commended transfer of the whole of the public debt to the Commonwealth.
