Sydney, Sept. 13. The Monowai’s horses arrived in good condition. In the Legislative Council the second reading of the Gambling Bill was passed. In committee amend** ments were made legalising betting on a racecourse, but prohibiting on any ground on which sports are held. An offender is made liable to removal or apprehension, with an additional liability of a fine of £2O to £IOO with imprisonment of six months without the option for a second offence. The final of the North Western Rugby Union competition was played at Narribri. The ground was under water and all the players were barefooted.
