Mr Haldane’s memorandum announcing the constitution of a general staff for the army anticipates that its infloeDoe will ultimately extend to the Bdf governing colonies, which, while never brooking interference in matters of military administration or fieanee, may welcome the BBsistanoa of a body of highly-trained experts drawn from aff partß of the Empire, whose concern is mainly war organisation, and war training of Imperial foroes as it wboli’. Should such an meal ever be realised the new general staff would become a real bond of union beiween widely scatiered military foroes of the Empire, giving to them all common ideaß. even in matters of detail, so that if necessity erases they could readily be concentrated, forming a really homogenous Imperial Army.|
