Mr Deakin introduced a Bill amending the Constitution, giving power to impose special Customs duties for special purposes. In the financial debate Mr Pbilp declared tho Federal finance was most unsatisfactory to Queensland, which had more reason for dissatisfaction than any other '.State. She lost over two millions since the inauguration of federation, and was losing all tho time, for he could see the Federal Government had no intention of dealing fairly with the States. The constitution provided that the Commonwealth should take over and compensate tho States for certain properties, but not a farthing compensation had boon paid. The Commonwealth should shouller its own responsibilities and should pay interest on transferred properties. Queensland revenue was expanding, and tho amount to bo received from the Commonwealth would be greater each yoar ; therefore it would be absolute folly for the Government to enter into an arrangement under which she would receive a fixed sum annually. He. believed other States would join Queensland in demanding the return ,of the full threefourths of Customs and excise revenue. Queensland had no desire for penny postage, which would further reduce her revenue. Queensland would have to inaugurate an immigration scheme of her own. At the end of the year she would need 5000 agricultural laborers for the sugar industry. They could not be had in Australia. He did not desire to see the scum of Sydney and Melbourne flocking here.
