The Trades Union Congress at Liverpool recommended reformed procedure to enable Parliament to oarry private members’ measures from session to session until acoepted or rejected. It was resolved to appeal to the trades to give prompt fioaocial aid to the Russian people. Mr Ben Tillett’s resolution in favor of oompulsory arbitration in trades dispute was rejected. A large Parliamentary oemmittee was instructed to arrange a conference of labor groups with the view of seouriDg unity of Parliamentary aotion on strict independent lines.
