He cites the report of the travelling Commissioners that the cause of China’s weakness is the antagonism between rulers and ruled He orders adraistrative and financial reforms and adds when these are accomplished, and the people educated to understand their relations to the Government a constitution will be framed.
Dr. Morrison states that the decree is an excellent one, and has created a good impression at Manfang. One of the travelling Commissioners has been appointed Viceroy of Nanking.
