The Pall Mall Gazette declares that the only Btable basis for colonial contributions to the navy is that they be made willingly, with a clear understanding of the naval polioy. It adds : 11 We kept the American colonies much longer than we have kept Australia, acd lost them as consequence of our arbitrary attitude.”
