Le Temps’ Viborg correspondent telegraphs the startling assertion that Mendellsolm and Co., bankers of Berlin, with the desired and eventual participation of French and other bankers, are actually negotiating to pay Russia sixty millions sterling in gold for the Russian. State Bank Charter, converting it into a limited liability company, with Count de Witte as head, and to assume the Bank’s principal and privileges, including monopoly of the bank note issue.
