A number of officers employed to report f he eonduot of men oo duty reported many matters trivial in themselves, but in the aggregate sufficient to cause general discontent. The roports resulted in the reduction cf tbs annual good conduct holidays, and caused a postponement of increment. The men wore not confronted with their accusers. They wanted a system to enable them to defend themdelves.
