That is tho paint at issue, and it is misleading tho publio to say Mr Carroll promised tbo reduction. I may toll Mr Birrell that what occurred at that meeting w« e of great importanoo, and theioforo .'to know why Mr Bi'rell should inti mate to tho roporto: that ho was not required. It appears ho wants to ignore this mooting c sited by himself as an executive meeting, and which was not afended by some of tlioso ho invited.
