A deputation of tramwaymen asked Mr Garruthers, the Premier, to appoint a Royal Commission to inquire into their grievances. The Premier pointed out that they had taken an erroneous conrse. They were public servants bound to obey the regulations under which the railways were run. Commissioners, aud not Government, were the persons responsible under the law. He advised them to submit their grievances to the Commissioners, who would give an assurance that they would appoint an independent board of inquiry, if shown that the present machinery was not capable of dealing with their geiev. anoes, and then, and not till theD, invoke a Royal Commission.
