Lord Roberts admitted that some reduction in the rank and file was possible, but to reduce by ten battalions, including officers, was most serious, seeing we were already seven thousand officers short for mobilisation purposes. Lord Roberts approved of the proposals that the militia should serve abroad. The yeomanry ought also to do so. The Earl of Portsmouth said the Government were only executing the mandate of the country to reduce expenditure, They were trying to find a remedy for the serious shortage of officers. Lord Goscben condemned the Governllient's scheme as crude. The debate was unfinished.
