Government circulating a statement, alleging tbat the Douma from the first, and throughout its existenoe, tried to overstep all the limits of lave, usurping the functions of Government, has been marked by a rapid rise at St. Petersburg and Mob* oow of all Bussian securities.
Odessa is quieter, though 10 000 Jews are enoamped in tbe courtyard of the Jewish Hospital, being afraid to return to their homes.
London, July 26 The British address of sympathy and friendship with tbe Bussian people and Douma is being largely signed, obitfly by influential Liberals and editors of Bad’oal newspapers, The signatures inolude those of Georgo Meredith, William Watson, Lords Brassey and Welby.
