Ho said the objaot of tho motion was to put to the House in the pobition ihut where orrminal proceedings are ponding, if Parliament wa6 to be silent in the matter, the member who was charged with tbs offence should also be silent. It would givo Parliament the same power as that held by ouisido tribunals to preveDt itself being prejudiced by a stay of proceedings. Tno motion was oarried on the voioes after a short debate.
