In tho House of Commons clause 87 of tho Education Bill, offering educational homo ruin to Wales, and providing for the appointment of a Welsh Minister of Education responsible to Parliament, was passed b.y 395 votos to 107. Mr Balfour declared that it was a deliberate insult to oroato a now Minister and now department without notice under a mere amendment to a clause.
