A Sooial revolutionist fatally shot General Kozloit, at St. Petersburg, mistaking him for General Trepoff. An anarchist’s proclamation terrorised the population of Baku. The police refuse to perform their duties, and ask the aid of a military patrol. Received 9.31 p.m., July 17. St. Petersburg. July 17. Though Mouromtzeff %vas warned to expect a summons to Peterhoff, none arrived. This was attributed to the revival of untoward personal influences upon the Czar. it is feared the Koyloffs murder will produco bad effect. Received 10.33p,m., July 17. St. Petersburg, July 17. M. Makaroffasst, Minister of the Interior, remindod the Douma, amid jeers, hooting and shouts of “ resign,” that although the Czar’s proclamation of October 30th proclaimed liberty it abrogated no laws, whioh ought therefore to be obeyed.
