The seventieth anniversary of Mr Chamberlain’s birthday will be celebrated at Birmingham today. The celebration will be of a non political character to commemorate his municipal services. Luncheon and reception will, he held in the Guild Hall, The function wiil include a procession of one hundred motor cars, which will convey Mr Chamberlain and the chief residents of Birmingham through six public Parks where children will bo assembled. On Monday the functions will be of a political character, including a speech at Bingley Hall and a Torchlight Procession. Mr Chamberlain sends a message to the Empire through the newspapers as follows:
“ Treat foreigners as they treat us; treal your kinsmen better than you treal foreigners, and fiscal reform is and musl remain the first constructive work oJ the Unionist Party.”
