Parliament has opened, The speeoh refers with ploasure to the rich harvest and splendid outlook. It was intended to devote a greater portion of the surplus to paying part of the financial liabilities. Bills would be introduced to provide for small improved holdings, which would enable persons, who from lack of means were unable to avail themselves of the Closer Settlement Aot, to aoquire properties ; oompulsory voting at Parliamentary elections; the establishment of farther agricultural irrigation settlements on the Murray; amendment of the liquor, gamrng and betting laws; imposition of indeterminate sentenoes; and the establishment of a children’s court,
