London. June 22 Disoussing the Postal vote in the House Of Commons. Mr Honmker Heaton dis puted Mr Buxton’s estimate of the initial cost to the Department of the adoption of universal penny postage by half a million a year. He believed it would not exceed £125,000.

The House of Lords passed the Finanoe Bill after Lord Goschen had condemned the impolicy and iojustioe of not reducing the inoomG tax. °

Mr Chnrohill, spoaking at a dinner at the new Reform Club, said he hoped tbe Transvaal elections would be held this year. The now Parliament would meet early in 1907.
