Received 10.56 p.m., June 20. London, June 20> The Rand mine owners are engaging unemployed at seven and sixpence a day. Radical London newspapers hail this at the first step towards the abandonment of Chinese labor. A deputation of sixteen Radicals urged Sir H. Campbell-Bannerman to amend the repatriation proclamation, making it in accord with the expressed intentions of the Government. They, advocated the cessation of ’ further importations . of Chinese to the Rand, annulling the Chinese ordinance upon a definite time. Sir H. Campbell-Bannerman, in a sympathetic reply, admitted that the published translation of the proclamation burlesqued the Government’s intentions. He promised to reconsider the advisability of stopping remaining 8000 permits if the security of life and pro»erty on tho Rand was im e erilled. He undertook to faciliate fresh discussion by Parliament.
