Moutomtseff is preparing a draft oon stitution making the Czar a constitutional monaroh, baling the Douma on universal suffrage, orca'ing an Uppar Houeo similar to the French Senate, and giving the Czar the rght to dissolve provided a froih Douma is eleo'el within eight mouths. This ooustitut'oo secures oomplete liberty of though*, freedom of the press, the holding of meetings, and freedom of religious belief.
