China's third note reaffirmed the customs clauses of the loan agreements, and the dispute has now been settled. Arrangements arc in progress to build coffer dams inside the Montigu over the damaged parts of the ship. The Times comments on Mr Churchill s significant admission of the value of | reciprocal trade, and infers from his speech that there is “ Nothing to prevent reciprocal adjustment with India and the colonies as regards tea, tobacco, sugar, wine, and dried fruits, on which we levy heavy duties.” It adds: “ The speech indicates the desire of Government to take a more statesmanlike lino on imperial questions. Though Government is pledged | to oppose Imperial preference, the idea of Imperial unity is steadily, silently growing. The drink bill last year showed an increase of £71,472, but allowing for the increase of population there was a decrease of "5d per head. Every man, woman, and child in the State is credited with an expenditure of £5 Is 3d for liquid refreshment during the year.
