A very representative Royal Commission has been appointed with Baron Monkswell as chairman to enquire into and report 'on a number of questions relating to the health and safety of miners, and the administration of the Mines Act; also whether the certificates of competency granted to managers and under-managers in the eolonies should not be accepted in Britain. The Colonial Marriages Bill passed committee in the House of Lords. The City Conservative Association adopted a resolution that Sir Edward Clarke’s explanations regarding the sharp divergence between his pro election speeches and Parliamentary action relative to tariff reform are unsatisfactory, and that it considers he has forfeited the confidence of the electors.
