The House of Lords by 96 to 25 rt jeoted the seoond reading of tbo Labor Party's Bill, preventing tho importation t f aliens uodor coatrac; during a labor dispute. The Bill passed the House of Commons unopposed. Lord liidley declared that the Bill benefited tcado unions at tho very moment the Government was conferring unlimited powers under the Trade Dis putss Bill, placing them above the law of the land.

In tho House of Lords Lord Beauohamp said the Government proposed to treat the Bid exastly as in the House of Commons. They did not propose to take ooe side or the other, leaviDg the deoisiou to the House. Lord Londonderry declared that he was not surprised at the attitude of leave it-to-you of the Government. Lord Itipjn dco'ared tbit the Bill was a consistent addition to the A'iens Aot. LordLausdownesaid the promoters were proposing to further load the dice, but if Government assumed responsibility for the Bill and would see it amended and made workable in committee, he would support the second reading. Lord Salisbury declared that Government’s aotion was a paroly on legislation.
