DECEASED WIFE'S SISTER.

The Colonial Marriage Bill was read a second time without division. Lord Elgin explained that it legalises in Britain past enl future co'ooial marriages of a deceased's wife’s sister between parties domiei : ed in the coloni-s. It was not retrospective in regard to ptoperty. There was a strong feeling in tho colonies on the subjfcs, la the interests of the Empire the grievance should be removed. Lord Halifax and Lord Salisbury denounced the Bill as a flank movement to allot the Motherland law.
Lord Strathcona and Lord James sup ported the Bill, the latter sayiDg thal Lord Lansdowne also supported it.
