CLASSIFICATION ACT. Cabinet has sot up a committee, consisting of Messrs Heywood and Collins (Secretary and Assistant-Secretary to tho Treasury), Mr Hngben (losp-ctcr-Geoeral of Schools), Mr Poyoton (Pubi c Trustee and tbe Aoting-Auditor aDd Controller
General), Mr Ritchie (Secre ary for Agriculture). Mr Blow (Uader-Becro'ary for Public Works), Mr Richardson (Government Insurance Commissioner), and Mr Kensington (Under-Secrotary for Linds), to prepare a schema undor tbe Civil Service Classification Act of last torsion, for submission to Parliament within 10 days after commonomo'qt of next session. m ttee has bFea constituted, casts upon Ministers the duty of haviog prepared a scheme for the class, fieatioi. of the various Departments into two or note divi-ions, and fixing tho minimum ar'd maximum ratss of pay and increment. Such a eehemc must be laid before Parliament within ten days after (he commencement of next session, and if btforo the end of tho session a reso'ution is passed by both Houses approving of the scheme,
it will have efiect from March 31st, 1907. Otherwise it will have no effect. Ia the event of it being approved, all members will on the above dato bo classified according to the scheme, aud the rate of pay of eaoh member of the Bervioe, aud the date on which an increase of salary takes place, will be fixed. It is provided, however, that in no ease shall such inducement begin earlier than 12 months ef er the last increase was made. The Act also provides that the salary of any member at that time in the Civil Ssrvioe shall not be reduced, nor shall the soheme prejudicially affect his right to any increase of pay provided for by tbo regula tions then in foroe. Prom the classification so mado thero must be prepared, and laid before Parliament each year, a list setting out the names, Btatus, and pay of each mamber of the service, and the number of years he has beon continuous'y in the sorvice of the Government, The Act also provides that/ before the Estim rtes are brought down to the House oi Eopresentatives the Governor may recommend a ratable reduction or increase, according to a specified rate, in the pay of each member of the Civil Service. If that recommendation is adopted the scheme of classification will be modified accordingly,
