Rome, April 30. Sir Joseph Ward, in bis speeoh at the Postal Co'igresp, declared that universal penny po.tSge worked well in New Ze ,acommorc’ally, ally, and financially. There was a distinct trend towards that system throughout the world. He expeoted that before next Congress that every civilised country would have adopted it. There had been no alteration in Postal Union letter rates for 32 years, although the cost Of transit and postal administration had been enoi wously reduced. If the Congress affirmed the prine’ple he hoped any country establishing universal peony postage would have its letters delivered within the Postal Union without surcharge or restriction. He was glad to see that the United States Governmtnt favored reducing. Sinoe Britain had already established au inland end imperial peony post it was ODly log’cal she should, orown her work by throwing her weight into the broader scale of universality.
