BOROUGH COUNCIL.
The ordinary meeting of the Gisborne Borough Counoil was hold last evening, when Ibo following members wore present: His Worship the Mayor (Mr J. Townlsy), Ors J. A. Harding, A lls. s, J. W. Bright, J. Colley, W. Webb, \V. D. Lyanar, W. JMillar, and J. Sheridan. RUSSELL STREET.
Mr Jox-Blnko wrote iu regard to motalling Russell street, Whataupoko. Too ovorseer'a estimate was Jc'od, and lie was willing to contribute ±‘ls. Cr Lysnar moved that Mr Jox Bioko's offer bo accepted. Agreed to, A MISTAKE SOMEWHERE.
Messrs Ohrisp and Cjleman wrote as follows re lands lakoa for roads at North Gisborne:— 11 As instructed wo have to report in this matter os follows : By pro olamation No. 50, dated 2nd July, 1891, an aggregate area of 52 aores 3 roods and 21 perohes, portion of the Whataupoko No. 6 block was taken for roads. The land in i question had on the sub-division of the Whataupoko blook been reserved for railway purposes, and originally formed part of the lands required by the New Zealand Lands Settlement Company, Limited. Proclamation No. 50 above-mentioned vested the lands in the Whataupoko Boad Board sinoe merged in the Bjrough of Gisborne, Plan No. 12,459 P shows the railway reserve as included ia the lands taken by this proclamation. The land is --accordingly under your Couooil's jurisdiction, and any person now occupying without tho oonsent of your Couaoil is a tres- ( passer. Ia order to proteot the Council's rights in the matter we would advise that steps be taken to give formal Dolice to aDy of the said land or any part thereof that they must quit and deliver up the same without delay." Cr Bses said that the land ia question was partly built on. IDs own residence was on portion of it, and be was quits satisfied with the title he held. The land had not been reserved as mentioned.
It was decided to adopt th 9 recommendation of the solicitors, though Councillors suggested that there was a mistake somewhere. WAIHIRERE RESERVE, Mr Matsnga Taihuka reported that everything was goiDg on satisfactorily in regard to VVaihirere. He was re appointed caretaker at £5 a year. It was decided to take further steps to secure the property for a borough reserve. CLOSE BUILDING. A latter from Mr W. H. Tucker in reply to a oomplaint from the District Health Officer, Dr DoLisle, was referred to the latter.
LOWE STREET FOOTBRIDGE. When the estimates oame up Or Harding made a strong speeoh in regard to the □eoessity of reinstating the Lowe street footbridge, and keeping open the road to the Waikanae beaob. Cr Sheridan asked Cr Harding to move a motion in regard to the matter Or Harding : I have done so time and again without avail. Or Sheridan: Not sinoe I have been on the Council. Cr Harding: Toe road has been open to the public for the last thirty years. Or Bright: lam opposed to reinstating the bridge uoless the road is opened to the beach.
Or Lysnar urged that the Council should “■employ a surveyor and take steps to secure the road to which they bad a perfect right, II was no use going on barking unless they took some practical steps. Or Bees supported Or Lysuar, although he was doubtful as to the success of the proposed method. The Mayor said the Government bad put a proclamation over the land which was required for railway purposos. He had several times interviewed Mr Carroll on the subjeot, but without any good result. The road in question was not shown on any map, and could nos rightly be said to be a road. It was no use eeodiog a surveyor to survey it whilst the Goveromeot proclamation was over the land. Or Lysnar urged that the Counoil had a right to take the road if they deemed it neoessary. They were paying ton muoh attention to the Bailway Dep srtment. Or Harding said that the Bailway Da' partmeut had no right to take the land. Ho contended the road io question was properly gazetted, and onuld not be taken away. The Lowe street footbridge was a necessity ; it had been used for over thirty years, and they Bhoald not allow the Ballway Department to bluff them iu the matter. Or Lysnar : They are bluffing us off it, and we are fools to sit down and submit to it. He moved, “ That a surveyor be instructed to survey that portion of the road from the end of Lowe street to the beaob, aud that steps be taken to have it declared a publio one ” The.sum of £IOO on the estimates for a new bridge at Lowe street was approved s-ofr
THE ESTIMATES. The report of the eommitiee appointed to frame the estimates for the ensuing year was adopted. INSPECTOR'S REPORT. The Bnrough laspeotcr reported as fellows :

OVERSEER’S RETORT.
The Overseer reported as follows : "North Gisborne.—The greater pari of tho work authorised on this part of the town has been done. I would ask your Council's advice re the pipes orosaioß Ormond road on tho west side of Ballaace street This water at one time had a straight course aoross Ormond road, but this was filled in and tho water turned down Ormond road and thonco through private property into tho river. The property owners compla'n that tho turning down of the wholo of tho water into this creek floods their property, Taey are very anxious that the pipes be oponod up agaiu to relievo e portion of the water that now goes through their propotty. As authorised by your Council I give you an 0.-timato of the proposed work on the Waikanae beuob, from Robert road to Grey stre-t, with a return at each ooruor; about 16 chains in all as per plan before your Council. Rrice for 16 chains, £2lO 11s 6J.” In regard to tho drainage at Whataupoko it was decided that tbo Public Works Comnrttoo should report and if neceisa y do the work Considerable discussion took place in regard to the proposed protection works on the Waikaoae beach, aod it was agreed to vote £ for £ subsidy up to £l5O Or Webb urged that tho work could be done for muoh less than the Ovorseer’s estimate. In reply to Or Bright, ‘be Overseer said that he would not recommend the work, ... as he looked upon it in the nature of an experiment.
