COUNTY COUNCIL.
The monthly meeting of the Cook County Council took place yesterday, there being present Captain Tuoker (chairman), and Crs Matthews, H. Kenway, Harding, and Macdonald. M. Casey’s offer to aot as raDger for Haiti and Whataupoko for the fees realised was accepted. Messrs Chrisp and Coleman, for Mosars Mander and Dods, leasees of section 6 and part of section 8, MaDgatu, wrote submit tiog that in entering on the propeity for road-making purposes, the Oounoil had not exercised its powers under statutory authority. If the Ccuooil entered on tbe land they would be required to fence both j sides of tbo road. Tne Chairman and Cr Mattbews were deputed to make enquiries as to the Counoil’s liability. Mrs F, D. Kennedy, Hauiti, asked who was responsible for £1 15s damage caused by an accident to a buggy at Mrs Reynolds’ bouudary gate.
The Clerk said be could not ascertain that auy permission had been given to erect tbe gate, It was decided on Cr Matthews’ motion to advertise that all gates on roads muet be kept in proper order and tbe approaches metalled, or be taken down. It was resolved to reply diec'aimiDg any liability and to draw tbe attention of the owner of tho gate to tbe accideDt. An application by Ja3. Dickinson, Ruakituri, to be appointed caretaker of Capt, Carr’s grava at Ruakiiuri was deferred. It was decided, in regard to a complaint from Mr A. M Newman as to tbe insaoitary condition of tbe drains on the county road, Ormond, from the school to the outlot to MahuDga Creek, that two men be put on for two days, as requested. A letter from tbe District Health Officer was referred to the solicitor. Dr DeLislo notified that an offensive trade, boiling of green faf, bad been initiated by Mr M. F. Bourke, on Makaraka road, near Taruheru freezing woiks, without permission from tbe local au'hority or health officer. He called on the Connoil to institute proceedings,
A letter was received from the Department of Reads, informing the Council that the Chief Surveyor, Napier, bad been iostiucted to survey Qisborne-Waiapu inland road through Tauwhareparae block, but the Council must net necessarily imply that the Government would provide funds for construction of the deviation. The Secretary of the Waimata Farmers’ Union, Mr T. Todd, wrote that all materials were now ready for constructing a stock bridge at tbe sioro crossing, but they were now hoping the Government would give them a traffio bridge, as they bad reoeived definite promises from Mr Carroll, and they wished to hang the stook bridge up for a while. Tho wire and timber would be stacked in the faotcry paddock. Councillors approved of the steps taken by tbe Union, and on the proposal of Cr Kennedy, it was resolved to romind the Government of tbe promise to erect a traffic bridge. It was resolved, on the application of Captain W. H. Tucker, ac:iog under clause 3 of the Land Drainage Aoi Amendment Act, 1898, as a ratepayer, to notify tbe various owners or occupiers affected through whose holdings flows the watercourse from the hollow of tbe road, a few chains this 6ide of boundary of Matoki, and to remove from the watercourse all weeds and order obstructions. The Treasury notified that £SOO for erection of a ca>t bridge over Mangatu river, and £2OO for metalling part ol Mangatu main road, would be paid to the Council’s credit. The County ranger reported that 34 head of horses and cattle had been impounded during the month. T 1 o County Engineer, Mr DeG. Fraser reported : "Contract 125. —Road formation, Poututu devia'ion : This contract is completed, with the exccp'.ion of trimming. A final inspection has not yet been made. " Contract 127. —Approaches Wharekopae bridge : Completed. "Contract 130—Bridge and approaches, Maraetaba : The formation haß not yet been finished to my satisfaction, but will probably be in about a week or ten days. The bridge is not yet open for traffio. Contract 131. Erection of bridge, Wharekopae : A very satisfactory job has been made, and tbe bridge is now open. Contract 101b,—Erection of bridge, Mangatu; Piers and approaches completed, and erection of steel work will be proceeded with in a few dayp, all superstructure being on the ground. 11 Contract 133.—Formation on etook
track : Ooe mile and 31 chains has been satisfactorily completed. I have arranged for tho sutvey of two miles from junction with main Wharekopae road to Murphy’s iunotion.
" Contract 132.—Erection of Waipaoa bridgp, Matawhero : Some 28,000 ft of iron bark is on the ground, and the work will probably be started in about six weeks from date.
“ Contract 130. — Quarrying and breaking stone from Gray’s quarry: Some 650 yards have boon taken out, and portions of the Waimata road metalled and depots filled. I have also about 600 yards of boach boulders being broken for the northern ood of this road. "Contract 142. Lifting and breaking boulders, Tolago Flat: Satiefaotorlly proceeding.
