GOYEBNMENT URGED TO CEASE BORBOWING. (Pew Press Association.) Chriotchurph, last night. The New Zealand Trades and Labor Conference resumed this morning, A motion was adopted afiLmingthe principle of rating on unimproved value, also one approving of local government reform and of the abolition of sale of Crown lands, end provision for the periodical revaluation of all Crown lands held on leaeo for a period of 50 years from the date of lease or the transfer of the lease to another party, whiohever Bhall ccsuc first ; the resumption of land for closer settlement to be Bt'owner.'s valuation for taxation purposes, plop tea per cent., tenants to have an absolute right to their improvements. It was also deoided that Government be urged to adopt a self roliant policy, and to cease borrowing except for redemption of loans. The Conference resumes this morning
