THE PREMIER.

(Par Press Association.) Christchurch, last night. Before leaving cn an official visit to Raogiora to-day, the Premier mat a large deputation, which asked for reform in the caro of State children. The speakers urged independent boards of control for State children, instead of nominative Charitable Aid Board, whose first aim was to study eoonomy, and also expressed dissatisfaction with institution and boarding out system, favoring eottsge homes. Mr Seddon said ha was dissatisfied with the present system, but it was almost impossible to g:t Parliament to authorise elective boards. Ho would bring the whole matter before the Minister in obargo of hosp’tals. The Bill was dow on tbe stocks, and an honest endeavor would be made to rectify the present condition and secure a great advance in the caro of ohildren. The Promier left at noon for Rangiora, who o he was driven round the district.

Later.—The Premier visited Rangiora to-day. He received a number of deputations and delivered a political spacch, in which ho dealt with the results of the financial year just dosed. Ho quoted figures to show that the surplus for the year amounted to £775,000.
