Lo Temps, in an article on tho Now Hebrides convention, says that though tho oonveoiion was badly reoeivcd in Australia and New Zealand, it meets a pressing need and exhibits genuine goodwill, since Franoe, with a much larger interest, treated England on a footing of equality, while England's acocptanoo of a mixed tribunal, showing willingnoss to consent to consolidation of tho proposod ooDstitut'on, was ingenuous. If Australians desired ocdominion it could bo organised. If it
wanted partition, that would not meet with serious opposition from Franoe. It was childish to suppose that Franoo would grow tirod of upholding her lights, or bo surprised out of them.
