Sir H. Fowler, speaking at Willenball, denied that Govenment had climbed down. Lord Elgin’s aotion, he said, was purely administrative.

Doctor Jameson, in a specoh at Grahamstown, declared that he entirely sympathised with Natal, and would have acted similarly himself. He had never known the Imperial veto so unjustly exeoised.
