that in view of seamen having failed to 1 tho reduction of wagos and ovor- - time effeoisd by tho steamship owners in 1893, and littlo or no improvement in the working conditions having been made duriDg operations under tho Act, tho meeting is of tho opinion tb it the Executive Council should considor tho position, and take a ballot of all members of the Federation in tho colony, whether registration of tho Union under tho Con oiliation and Arbitration and Trade Union Aots should not be cancelled, also that tbn Union’s solioitor bo requested to adviso whether clause 10 of the award, permit-
ting ships’ officers to detormiuo whether seamen are iocapaoitod through tboir own wilful neglcot, and authorising officers to make deductions from seamen’s wages, is not contrary to tho Shipping Act.
