During a debate, Hurr Bbet, in the Reiohetag, attributed Germany's isolation to distrust of her naval policy. Russia, France, and B.itain had united against her, while I l a’y desired freedom from the Triple Alliance. He advised that consideration should bo given to Britain’s schema of international disarmament.
