THE PREMIER'S SPEECH. MR REID CRITIOISED.

Me Doakin delivered the first part of a policy speech to a good audience. The situation; he Baid, was unchanged Binoe 1903, as there were still three parties. It was plain that no eiog’e patty could carry out its programme. Without some arrangement between two of tbe parties legislation was impossible. He olaimed that Mr Reid broke his agreement with him ptior to his last Ballarat speech, by seeking to bring about an election prtmaturqly, Mr Reid was a victim of stage fright, and appointed a Tariff Commission to save his own skin. Mr Reid was against one form of Socialism and favored another. It was diffiou't to understand his position. Tho policy of the Government was essentially a policy of protection. They offered en Australian polioy for Australian people. Mr Deakin deals with the relations of the Government and Labor party next week.
