It is ascribed to his seeking to make a clean breast of his relations with the Government. There is a groat outcry at the publication of a pamphlet exciting the people to mnrder the Jews being endorsed by the Censor, and published by the Novoe Vremya, It accuses Count de Witte of a Jewish conspiracy against a union of the Russian people which claims and authorises the enrolling of patriots and the distributing of revolvers.
