The sittings will be open to the public. Members are j immune from arrest during the progress of tho session, except by the permission of the douma. Council Ministers will be eligible for election to the Douma. If extraordinary circumstances arise during the Douma’s suspension, a Council Minister may lay the matter before the Czar, but the legislature must ratify the action taken within two months of the session be» ginning.
