By telegraph, Press Aes’n, Copyright | St. Petersburg, March 7. , An Imperial manifesto announces 1 that the Council of Empire will be composed of an equal number of elected and nominated members, The elected members will be eligible for nine years, The Czar convokes and prorogues the Council and I)ouma annually. Both possess equal legi’s- - lative powers and the same initiative in introducing Bills, whicli must pass both Assemblies before being sub. ; mitted to the Czar. The sittings will be open to the public. Members are j immune from arrest during the progress of tho session, except by the permission of the douma. Council Ministers will be eligible for election to the Douma. If extraordinary circumstances arise during the Douma’s suspension, a Council Minister may lay the matter before the Czar, but the legislature must ratify the action taken within two months of the session be» ginning.
