Rovoil said the constitution should provide for 2000 Moroccan soldiers, under Bixtoon European officers, with 32 Mussulman non-commissioned officers. These would be sufficient to poltoe the eight principal ports. Nicholson said be would oon6ider it. Radowilz replied that Germany would accept any proposal seouriDg indepepdeoco of the Sultan, and commercial liberty, with absolute equality to all nations. Portugal and Spain EUppotted M. Revoil.
