Mr Chaplain, President of the Band Chamber of Mines, courts the fullest inquiry into tho troatmont of Chinese. He condemns Sir H. CampbellBannerman for assumiug that the mining population on the Band i» less humane than other Britishers. Ho states that owing to the increase of unskilled labor, skilled white labor rose in 1905 from 15,902 to 19,527.

In the House of Commons Mr H. W. Fores'or moved an amendment to tha address-in-reply, expressing regret that the Government, afloe bringing the country’s reputation into contempt by a’loging that Chinese slavery existed in the Transvaal, took do effectual methods of ending it. Mr Churchill admitted that it was not slavery in tbo extreme acceptance of the term, but it was undesirable to form s contraot constituting a melancholy derogation of labor not hitherto tolerated in the British Empire, Tho sudden deportation of Chinese would produce an economic collapse. He believed the Transvaal would decide e gainst permanent retention cf tho system. It was certain to reject the impudent demands for an extension of government modifying this condition of treatment. If the Transvaal continne the system under repugnant conditions the Imperial sanction would be withheld from arrangements with China. The Government intended to oanoel the provision permitting coolies to re-eDgoge at tbo end of the contract. Three thousand licenses which were granted but not signed on the 18th would be allowed to stand. Likewise 13.000 formally signed.
