Campbell Bannerman’s decision to bold an enquiry Whatever the result, it would inspire confidence and satisfaction through tbo whole of South Africa. The constitution bo granted would be sure to induce prosperity and loyalty. The Capo Argus declares that S r H. C. Bannerman’s policy disturbs labour conditions in the Transvaal, aod will plange polit’cs into oonfusion, and arrest trade development in South Africa. The repatriation of coolies would be a most monstrous act of ioterfereocs. Of a to!al of nineteen hundred and fifty Rand ocolies repatriated twelve hundred and thirty three endeavoured to reengage themselves .at ChingwaDto, but. were prevented.
