Durnovo’s tecret despatch, instructing the governors to exterminate and not to arrest rioters, and to bum their houses. It is imperative that they should oppose -tbo monstrous despotism of the revolutionaries by the strongest remedies, or the Empire would fa'l. , Six masked revolutionists entered a saviDgs bank at St. Petersburg and fired thirty shote, demanding the cash. They killed a polioeman and wounded three depositors. The cashier felled [one of the revolutionaries, who was arrested. The rest fled. 7 London, Feb. 14. The Times’ St. Petersburg correspondent states that it is intended to purchase eight million aores of private lands for allotment to peasants, paying the owners in bonds yielding ffve per cent-
