took the hint and more strictly enforced the rules of debate during the rest of the meeting. To ensure the quicker despatch of business at the meetings of all local bodies it would be as well if the Chairman prevented a councillor from making more than one or at least two speeches onany subject. At the Borough Council meeting on Tuesday one member spoke seven times on one subject. Had the rules of debate been strictly enforced, the meeting, which lasted three hours, could have been got through in about one-third the time.
